Born in the Republic of Panama, June 9th, 1960. Studied law at University Santa María la Antigua, Panama (Bachelor degree in Law and Political Sciences, 1985), Thesis: “Relevant Aspects of the Electoral Laws of Panama". Duke University (LL.M., 1986). Admitted to Bar, 1986, Republic of Panama. Internal Revenue Director of the Republic of Panama for the 1993-1994 term.
