Born in the Republic of Panama, November 14, 1955. Education: University of Panama (Bachelor of Law and Political Sciences, 1978). Thesis: "The Autonomy of Commercial Law" (publication recommended by the grading jury). Admitted to the Panama Bar 1979.
Experience
Leader of the World Bank Group, formed at the request of International Finance Corporation (IFC) to carry out the Howard Air Force Base conversion project for the housing of private sector activities and the creation of a “special economic zone”, the first in Latin America. Legal advisor for the Ministry of Economics in connection with the private electric sector, result of the privatization of the former governmental entity in charge of providing electricity and related hydraulic resources.
