Born November 16, 1917 in the Republic of Panama. He studied at the University of Utah Law School (1936-1942).
Experience
In 1943, he was admitted in the former Canal Zone and in 1946 in the Republic of Panama. Clerk of the Constituent National Assembly in 1945, was a congressman to the National Assembly from 1948 to 1952, an acted as its President in 1948. He was a member of the Negotiation Commission of the Remon-Eisenhower Treaty 81955). Delegate of the Republic of Panama to the General Assembly of the United Nations (1955). Member of the National Economic Council of the National Council of Foreign Relations (1955-1962).
Memberships
Member of the Commission in charge of writing Law 8 of 1982 creating the Maritime court and its governing rules and provisions, he was also a member of the Commission which amended such law in 1986. Member of the Canal Zone Bar Association and acted as President thereof in 1962. He is a member of the International Law Panamanian Academy (Academician); of the Interamerican Association of Industrial Property (ASIPI), of the Panamanian Association of Industrial Property Law; of the Maritime Law Association; of the Panama Bar Association; of the Association of Trial Lawyer’s of America, and is a life member of Phi Alpha Delta, International Legal Fraternity.
