Born in the Republic of Panama, February 22nd, 1950. Studied law at the University of Panama (Bachelor of Law and Political Sciences, 1973). Thesis: "The Exception of Default in Contracts", (publication recommended by the grading jury). Publications: “Compilation of Merchant Marine Laws Regulation” (1984).
Experience
Admitted to the Panama Bar in 1973. Vice-President of the Maritime Law Association of Panama (1985 and 1990) and President during the 1986, 1987 and 1988 terms. Professor of Maritime Law, Nautical School of ridding Panama; Alternate Judge of the Maritime Tribunal; Member of the Tripartite Commission of Maritime Work and Vice President of the Iberoamerican Institute of Maritime Law.

Member of the Panama Bar Association, Panamanian Association of Maritime Law, the Panamanian Association of Industrial Property, the Interamerican Association of Industrial Property (ASIPI) and International Bar Association.
