Born in the Republic of Panama, June 24th, 1935. Studied at the University of Panama (Bachelor of Law and Political Sciences), Thesis: "Notes on Administrative Controversies". University of Tennessee (Master of Arts), Thesis: "Judicial Control of the Public Administration".
Experience
Admitted to the Panama Bar in 1960. Head of the Legal Department, Banco Nacional de Panama (1964-1967); Alternate Representative of Panama at the Money Reserve Annual Meeting (1966); Alternate Judge of the Supreme Court of Justice for the 1990-1999 term.
