Born in the Republic of Panama, June 29th, 1965. 

Studied Law at Universidad Santa María La Antigua, Panama (Bachelor Degree in Law and Political Sciences, 1989, (Cum Laude), Thesis:  "Legal Challenge to Arbitral Decisions in the Panamanian Judicial Code".  University of Paris Panthéon-Assas (Paris II) (D.E.A. in General Private Law, 1990).
