Born in the Republic of Panama, March 15th, 1962. 

Studied Law at University Santa María La Antigua (LLB, Cum Laude 1985), Thesis in Panama:  "Study on Mortgage Bonds and Recommendations for Adequate Laws in Panama".  Southern Methodist University Law School, Dallas, Texas, U.S.A. (LL.M., Comparative and International Law, 1986).
