Born in the Republic of Panama, July 3, 1947. 

Studied at Sacred Heart Junior College, North Carolina (Associate of Science, 1967) and University Santa María La Antigua, Panama (Bachelor of Law and Political Sciences, 1983).  Thesis: "Panamanian Maritime Courts and Procedures".

Admitted to Bar, 1983, Republic of Panama.

Publications:  "Panamanian Maritime Procedures Law", (La Antigua magazine, 1983). Authorized Public Translator, Spanish to English and vice versa.

Memberships
Panama Bar Association, Maritime Law Association of Panama and its Secretary thereof (1990-1992), Panamanian Association of Industrial Property Law, Movement of Attorneys Profession and Law.
