
Born in the Republic of Panama, July 25, 1961.
She studied at the Universidad de Panama (Bachelor of Law and Political Science, 1985, Sigma Lambda), Thesis: “The Commercial Bond Contract”; Post graduate studies in Top Management, (2000), Master degree in Business Administration with emphasis in Marketing, MBA (2001) at the Universidad Latina de Panama.
She had participated in specialized courses concerning the supervision and regulation of financial markets given by Caribbean Financial Action Task Force (CFATF); Securities and Exchange Commission (SEC-USA); Bearer Securities Commission (Brazil); Federal Bureau of Investigation (FBI); Toronto International Leadership Centre for Financial Sector Supervision; Iberoamerican Institute of Securities Market of Spain.
Experience
She obtained her professional license certificate in Panama in 1985.
She was Legal Counsel of the Ministry of Commerce and Industries (1985-1995); Assistant Director and Director a.i. of the Directorate of Legal Counsel of the Ministry of Commerce and Industries (1995-1998); Legal Counsel of the General Council and of the Executive Secretariat of SIACAP (1998-2000); National Director of Legal Counsel (2000-2002 and 2005 to 2009); National Director of Supervision and Auditing (2002-2005) and Commissioner a.i. of the National Securities Commission; Representative of the National Securities Commission in the Organizing Committee of the Hemispheric Congresses for the Prevention of Money Laundering of the National Banking Association (2002 to 2009); Coordinator appointed by the National Securities Commission in the first evaluation executed to the securities market sector by the IMF (2004-2005); National Executive Director of the Caja de Seguro Social (2009-2011).
She is a tenured professor of Securities and Banking Law in the Master of Commercial Law of the Universidad Interamericana of Panama; Professor of Public Treasury and Tax Law at the Law School of Universidad Latina of Panama.
She has published her writings in the Compilation Works I and II regarding the Securities Market published by the National Securities Commission, in the Magazine Centro Financiero and the newspaper supplement Martes Financiero. She has been a speaker in more than 50 public and private organizations in matters related to regulation, supervision applicable to subjects of the securities market, investigation procedures, and prevention measures of AML/CFT.
