Studied at Sacred Heart Junior College, North Carolina (Associate of Science, 1967) and University Santa María La Antigua, Panama (Bachelor of Law and Political Sciences, 1983). Thesis: "Panamanian Maritime Courts and Procedures" (publication recommended by the grading jury). Admitted to Bar, 1983, Republic of Panama. Publications: "Panamanian Maritime Procedures Law", (La Antigua magazine, 1983). Authorized Public Translator, Spanish and English.
