Born in the Republic of Panama, October 18th, 1952. Studied at Georgetown University Washington, D.C. (Bachelor of Arts-Government, 1974) and at Louisiana State University (Juris Doctor, 1977). Admitted to Bar, 1978, Republic of Panama.
