Born in the Republic of Panama, August 31st, 1937. Admitted to the Panama Bar, 1963. Education: Georgetown University, Washington D.C. (B.S.F.S., 1960); Tulane University (Juris Doctor, 1963) and University of Madrid, Spain (1965). Secretary to the Ministry of Foreign Relations (1965-1966); Legal Counsel to the Panamanian Institute of Tourism (1969-1973).
